    Seattle Public Utilities

    Runs the Cedar River Watershed Habitat Conservation Plan, which marked its 25th anniversary in August 2025. That plan is a 50-year Endangered Species Act commitment, not a live gauge.

  • The fishery

    Muckleshoot Indian Tribe

    Co-manages the Lake Washington sockeye fishery with WDFW, including the BLAST transport program. The Tribe’s 2024 Annual Report says more than 2,400 sockeye were transferred in 2024, the most recent publicly reported season, not a live count.

  • Instream flow

    Washington Department of Ecology

    Administers WAC 173-508-060, the legally binding Cedar River instream-flow rule (370 cfs January through June, stepping down in summer), measured at the Renton gauge.

    Puget Sound Partnership

    The state’s Puget Sound recovery agency. Its Leadership Council approved the 2026–2030 Action Agenda in June 2026, built with input from all 19 federally recognized Washington tribal governments.
